Abstract

At present, mankind has entered a new phase of problems and concerns, which, in the context of the accel- erated pace of globalization, have ceased to be internal,
in fact, are global, despite the fact that sometimes the level of globality of these problems is not always recognized by states. The digitalization of economic sectors for the economic development of states can and is positive, but this trend has led to the need to understand how the funda- mental rights of man and citizen, which are enshrined by states in the UN cancers, as well as in the Constitutions, will operate. With the development of modern digital technologies, mankind is confused in understanding the combination of a conservative approach to the development of law with innovation. Innovation is certainly necessary, but the pan- demic has shown how vulnerable we all are. Protecting the rights of all citizens in the field of mass communications is, of course, important and will not lose its relevance in the future. Undoubtedly, the consolidation of the entire world community is necessary to overcome new challenges and problems. Innovative development of law is possible only in combination with the historical traditions of its development, moral norms. Since, in fact, the problems that arise are related to the fact that humanity is moving away from the classical under- standing of good and evil, justice, honor, conscientiousness, and if it does not move away, then it tries in every possible way to move away, which harms the development of all mankind as a whole. Problems with violations in the sphere of mass communications are connected precisely with these factors. The innovative development of the economies of states and the transformation of law in a positive perspec- tive is possible only when the vector of development of the state is aimed at combining the classics: the norms of morality, religion and law. Digitalization should unite people; promote the harmo- nious development of the individual and states. It is always difficult to unite, but it is possible by joint efforts.
